The Third Plenary Session of the 20th Central Committee of the Communist Party of China made a strategic deployment for further deepening reform and promoting Chinese path to modernization. Among them, "improving the system and mechanism for developing new quality productive forces according to local conditions" is an important foundation for promoting Chinese path to modernization and achieving high-quality development. The development of new quality productivity requires production relations to be adapted to it. Vigorously developing new quality productive forces requires coordinated promotion of deep level reforms and high-level opening up, and the construction of new production relations through institutional and mechanism innovation. Hunan should make good use of the "master key" of reform and opening up, continue to make efforts to build a new highland of reform and opening up in inland areas, comprehensively deepen reform, expand high-level opening up to the outside world, and smooth the key path of cultivating new quality productive forces. Continuously expanding domestic and international opening up, expanding the development space of new quality productive forces General Secretary Xi Jinping pointed out that "standing at a new historical starting point, China's door to openness will only open wider and wider." "The new development pattern is not a closed domestic cycle, but an open domestic and international dual cycle. In the process of expanding opening up, Hunan needs to "step out of the province" and "open its doors", and achieve greater development by actively aligning with the national development strategy. Therefore, Hunan should fully utilize its geographical and latecomer advantages, comprehensively deepen its opening up to the outside world from a higher starting point, and strive to create an important strategic pivot for developing new quality productive forces. First, give full play to the regional advantages of the "Belt and Road" and deeply integrate into the joint construction of the "the Belt and Road". Based on the actual development of the inland areas, we will leverage the advantages of the Belt and Road Initiative's location and internal and external market connectivity, integrate into the Regional Comprehensive Economic Partnership (RCEP) market with high quality, further strengthen economic and trade cooperation with regional organizations such as ASEAN, Shanghai Cooperation Organization, and BRICS, and build a "best in, best out" trade development pattern. The second is to do a good job in the "transitional zone" and "joint zone", and further increase cooperation with inland and coastal areas. Strengthen the docking with national strategies such as the Yangtze River Economic Belt, the Guangdong Hong Kong Macao Greater Bay Area, the Western Development, and the Hainan Free Trade Port, leverage the "springboard" function of the reform and opening up gateway region to achieve "borrowing ships to go abroad", build an orderly "reservoir" for undertaking industrial transfer, and achieve higher-level and broader coordinated linkage. The third is to deepen the reform of factor markets within the province and build a solid foundation for a unified domestic market. Taking the comprehensive reform pilot of market-oriented allocation of factors in Changsha Zhuzhou Xiangtan as an opportunity, we will establish and improve market-oriented trading platforms for factors such as land, labor, capital, technology, and data, coordinate the promotion of market-oriented reforms for various factors, and guide the aggregation of various factors towards new quality productivity.
Coordinate the promotion of institutional openness and break through the bottlenecks in the development of new quality productive forces The accelerated evolution of the international division of labor system and the deep reshaping of the global value chain require countries to be compatible in terms of rules, regulations, and management standards, and institutional openness is imperative. Institutional openness reduces institutional barriers in the process of opening up through regulatory design and arrangements that are in line with international standards. It can promote China's transformation from a follower and recipient of high standard international economic and trade rules to a participant and maker, creating a more favorable institutional environment for the development of new quality productive forces. To this end, our province should take the pilot free trade zone as a starting point, continuously expand the "experimental fields" of reform and opening up, and promote the replication and promotion of various institutional innovation achievements nationwide. On the one hand, actively aligning with high standard international economic and trade rules. Fully align with international high standard economic and trade rules such as the Regional Comprehensive Economic Partnership (RCEP), the Comprehensive and Progressive Agreement for Trans Pacific Partnership (CPTPP), and the Digital Economy Partnership Agreement (DEPA), accelerate institutional innovation and industrial integration development through improving the negative list system, enhancing fair competition rules, expanding the scope of comprehensive pilot projects for service industry openness, and establishing a basic institutional system and regulatory model that is connected to international trade and investment rules, standardized and transparent. On the other hand, actively participate in the formulation of international economic and trade rules. Give full play to the role of pilot free trade zones as "test fields", strengthen the exploration of rules in emerging fields such as digital trade and green trade, and strive for "inclusive interests" to improve international economic and trade rules; Actively participate in the construction of soft infrastructure such as the "the Belt and Road" co construction rules and standards, actively put forward proposals, initiatives and plans to improve international economic and trade rules, and contribute Chinese wisdom to the reform and construction of the global governance system. Continuously strengthen the smooth and open platform channels, and build a solid foundation for the development of new quality productivity Open platforms are an important carrier for building a new highland of inland reform and opening up, and also an important support for cultivating and developing new quality productive forces. Currently, Hunan has a multi type, multi-level, and widely covered open platform system, but the platform level is not high enough, the leading role is not strong enough, and the collaborative linkage is not smooth enough. To this end, we should coordinate and promote the construction of open platforms, channels, and hubs, consolidate the functions of platform channels and hubs, and accelerate the construction of a new open economic system with internal and external linkage, regional coordination, safety, and efficiency.
On the one hand, we will continue to build high-level open platforms and smooth high-level open channels. Using high-level open platforms such as the China (Hunan) Pilot Free Trade Zone as carriers, focusing on the strategic positioning of "one industry, one park, one corridor", continuously improving its functional system, enhancing its ability to serve the central, national, and even global regions, and striving to create a benchmark that targets the world, drives the entire province, and demonstrates high-quality development in the central region; Build national level platforms for Africa, such as the China Africa Economic and Trade Expo and the China Africa Economic and Trade Deep Cooperation Pilot Zone, accelerate the construction of new logistics channels for Africa, and expand new channels for China Africa connectivity. On the other hand, optimizing and upgrading the functions of open carriers such as comprehensive security zones and ports, actively promoting coordinated development. We will vigorously implement platform capacity expansion and intelligent transformation, improve the platform of new economic development zones, high-tech zones and other industrial parks, and create functional platforms such as special and active ports and bonded supervision places. We will strengthen regional coordination and connectivity, build a comprehensive and functionally complete open platform system with reasonable layout and complementary advantages, and enhance the level of platform openness. Create a higher-level open environment and build a hard support for the development of new quality productive forces An open and inclusive business environment is not only an important soft power for deepening reform and opening up, attracting high-quality foreign investment and various economic factors, but also a fertile ground for the healthy development of business entities. In recent years, Hunan has adhered to optimizing the business environment as the "top priority" of government work, focusing on building a market-oriented, rule of law, and international business environment. However, the overall level of the business environment still lags behind the international and domestic first-class standards. To this end, we should focus on stimulating the vitality of business entities, enhancing Hunan's attractiveness to global high-quality factor resources and international competitiveness, continuously optimizing the business environment, and promoting the transformation of relevant policy guarantee systems from "consolidating foundations and platforms" to "erecting pillars and beams", providing hard support for the development of new quality productivity. One is to make a good plan to reduce costs and increase efficiency. Making cost reduction and burden reduction for enterprises the primary task of optimizing the business environment, comprehensively utilizing policies, finance, services, and other means to reduce institutional transaction costs and production costs of enterprises, and creating low-cost "depressions". Secondly, we will continue to deepen the reform of "streamlining administration, delegating powers, and improving services". Improve the "knowledge base" for handling one matter at a time, the "one-stop service" and "assistant agency" for government services, continue to deepen the reform of "one-stop acceptance, one-stop service, one-stop service, and one-stop service", and make every effort to connect the "last mile" of serving the masses; Focusing on prominent issues such as high entry barriers, multiple procedures, and complex processes that have been strongly reflected by enterprises, we will closely monitor key links such as market access, transformation and upgrading, business closure and relief, and exit from the market. We will establish a list of enterprise demands, improve the flexible enforcement mechanism for government dishonesty punishment and "no punishment for first violations", and form a typical guiding case of "one hundred enterprises, one hundred cases". The third is to optimize the international business environment. Establish a sound system for promoting, protecting, and serving foreign investment, accelerate the construction of international business clusters, and comprehensively explore a "one-stop" diversified mechanism for resolving international commercial disputes; Intensify efforts to attract high-level international talents, moderately empower the market for talent recognition, and implement a linkage between enterprise talent recognition and annual salary; Sign strategic cooperation agreements with key universities within the province to enhance exchanges and cooperation with high-level universities abroad for studying in China.
